Is a medical report or the opinion of my treating doctor given more weight than a medical report by a physician who Social Security sent me to or who had just reviewed my records and has never seen me?

Generally the answer is No. That used to be true but that was making it harder for Social Security to deny persons benefits so in early 2017 Social Security changed it’s rules and decided for all cases filed after that date that they would tell it’s Judges to not give more weight to treating physicians of yours. This made it easier for Judges to discount the opinions of your doctor in favor of opinions of doctors that had been paid by Social Security.
