For most individuals, the object of Medicaid/ medical assistance planning is to protect the home and savings (by not paying them to a nursing home), while simultaneously qualifying for nursing home Medicaid benefits as soon as possible. Most people pay out of their own pockets for long-term care until they become eligible for Medicaid. Medicare and insurance pay very little of this expense. While Medicare is an insurance program, Medicaid is a "resource-tested" entitlement program which has income and asset limits.

Medicaid is joint federal and state program and each state administers the program with it's own rules. To complicated it, Illinois rules do not comply with the current Federal law. There is one set of rules for married couples and another for single individuals. Some assets are exempt and others are not. Some transfers are permitted but some are not. Some transfers can be made more easily than others. This is not a do it yourself project. What will work for one person will not necessarily work for the next. It is very specific to your family and financial circumstances.
